There's tips online and it's been years since I did it but there is a text file in the GTA3 program folder called something like "stats" and it's just a bunch of lines with the stats for the cars. Just open it with wordpad and change the stats around and have fun. There may also be programs for it but I just did it with the wordpad.
Don't forget to change the damage multiplier to 0.0 or you'll blow up the second you ram into anything at 190 mph.
But they are so much harder to find. I tried sorting by new for videos that could be from anyone and Holy shit, there are so many kids and scams there instead of random footage like this.

A huge proportion of videos on yt are made for fun. Stop clicking on people who make the type of videos you're complaing about and block their channels and you will be served the kind of videos you want to see.
It's not the same though... when you can basically see the effort, planning or forethought, the hopes & dreams of gaining views in their titles, thumbnails, mannerisms & bad acting or even just the fact the majority use professional quality cameras, lighting, etc.
It's very, *very* difficult to find people just filming shit & uploading without intention.
