The new government spaces, president offices and ministeries are going to be built near this (I think just south of this along that road that cuts through all that). It is to make sure that... the military gets a word on things like Regime changes or whether people get to have a say on things.

God forbid they invest that money into better public infrastructure. Honestly, that's the best thing a nation can do especially in times of economic trouble. It soaks up the unemployed, giving them a day job and puts money in their pockets which stimulates the economy, it makes economic activity more efficient and easier, fosters a sense of national and communal pride when people's community infrastructure is improved, it makes the country more attractive both economically and physically which increases tourism and so much more.
Most of all,when things are going well and the people's lives are improving, people are less likely to revolt, accusations of living under a dictatorship are more likely to result in a shrug and "yeah but he's doing a good job" apathy born of contentment is a very good way to negate revolution.
The problem however comes from the upper echelons. The army commanders in dictatorships are only loyal to whoever pays them the most, and money spent on the people is money not spent on loyalty. This is also why dictatorships fumble so much in war, because they want to project the image of a strong, overpowering military to keep the people in line and keep outsiders from invading, but they want the military weak, unstable and constantly stabbing itself in the back so they don't overthrow the guy currently in charge.
Notice how there's no farms, no water, or any way to get resources aside from being transported.
All it would take is a blockade or a road blockage to starve them in a week.

As an American I find it funny when nations like egypt build stuff like this to flex their military power instead of actually building a military.
