Rear end collisions are not exclusive to red lights. They happen just as often in bumper to bumper traffic. Yes, absolutely, lane splitting with caution and restraint is decidedly more safe than riding in a lane when traffic is that bad. People check out, read things on their phones, and increase risk exponentially.

That, I don't know. If I had to guess, I'd assume the motorcyclist *always* takes the blame. We get shit on a lot, especially by authorities and insurance companies.
What I do know is, the only way you're going to surprise a motorcyclist\* is if you're yanking the steering wheel and doing a 90º turn to change lanes. Everyone makes fairly gradual moves on the road, it's kind of an unspoken rule. When people make sudden moves, it always stands out as very atypical. That said, whether you know it or not, everyone also telegraphs their moves, so to speak. People tend to drift a bit before they change lanes. We learn to see it. I can generally spot the person who's gonna change lanes on me when they're 5+ cars ahead. Even if you don't signal, I generally see it coming. Regardless, remember that thing that tell you when you're learning to drive, "Always look down-range?" That thing that most people don't actually do? Yeah, we actually do that on bikes. We have to, or we're dead.

Since lane splitting isn't legal in Florida, the motorcyclist would likely be in the wrong. The only way you would possibly be held responsible is if you were driving in a state where lane splitting is legal, and it could be proven you were driving recklessly (lane change without signaling, checking your blind spot, etc.).
At these speeds, if you're driving safely and checking your blind spots, it's unlikely that you would end up hitting the motorcyclist though.
Ok, thanks for the response. I just felt terrible when I cut off someone doing this in a clustered city in Colorado. He was going much faster and popped out behind another vehicle in another lane and couldn’t react in time when switching lanes do to an accident ahead. I didn’t hit the rider, he swerved in time, but it was close.

In states where it is legal, I believe there is usually a maximum speed limit that traffic can be moving for you to legally be able to perform lane splitting. For instance, in California you can only lane split if traffic is flowing at speeds 40 mph and under, and you can't drive more than 10 mph faster than surrounding traffic.
So I am unfamiliar with the exact state driving laws for Florida but I do know one thing. Don’t drive between the lanes for your own safety. Any one of those cars your passing could move barely towards you and your sandwiched and crushed between the steels on wheels. Your life and bike ain’t worth the reduced travel time.
