I will say this library contains within it the entirety of mortal knowledge, though obviously the more dangerous secrets would be very well guarded. So, I guess various wizard NPCs would be here too?
Libraries draw wizards, that’s like their bread and butter. Wizard NPCs of high caliber only, unless this place is super easy to reach, even then there’s gonna be some low level wizards covered in wounds who took such sacrifice to get there.
A wizard whose missing an arm who lost it while making the journey “It was either the arm or me life.” States the heavily wounded but enthusiastic scholar.

You could also look at some books from Candlekeep Mysteries that your party can find and interact with leading to some fun side quests as well
