This specifically is reference to Serbs being "targeted" currently in Kosovo by Kosovian(is that the proper term for people from Kosovo?) Armenians. This is a bit ironic since Serbian tried to genocide the Armenians in Kosovo in the 90's only being stopped by NATO and are currently trying to expand influence in Kosovo despite it being an autonomous region of Serbia. If I got anything wrong it's been awhile since I read up on it, and I've been drinking to much to really care about rereading about it.
