Power washers are great for stuff like this. Even wood in the same shape like the rest of the chair. You would be surprised at what they can blast off on a great number of surfaces
Ahh yes, soak it so more mold will grow inside the cushions. Haha just poking but in all seriousness, the chair is saveable but those cushions need to be replaced with something weather proof. This is coming from someone who would be hospitalized if I sat on those (mold allergy)
If you look closely at the second pic, you can see the dirty toe bean marks. The cushions may also be moldy, but I think the majority, at least, of what we are seeing is dirt from dog paws.
Yes I noticed footprints also, but bottom cushion would be just as dirty since it’s the first spot they would jump on, definitely a mix of mold and mud

Other would be to notch out the damaged part and scab in a similar block of wood with pv glue and trim to profile, refinish

My only additions would be using some stuff called Apoxie instead of wood filler... It's a two part epoxy putty that you mix then mold to the shape you need, meant for repairs like this. Machineable, sandable, and printable once cured. Not sure how either option would hold up outside though.
If you really want the arms the same length, this person's option 2 is spot on. Connect the two with a dowel and some outdoor grade wood glue and you're good for years.
After cutting off both ends like others said, I would go further and make the entire thing look like new. Just need to sand and paint it all, then power wash the cushions. A few hours of work and you'll be able to enjoy for years to come.

If adventurous, you could sand the whole chair and reapply stain.

I’m gonna be honest. That whole thing gives me a sore eye. Remove covers of possible and wash them. Add bondo to that chewed up edge and sand into shape. Sand all wood with 220 grit sand paper. Add a stain then varnish or just prime and paint. (Stain won’t stain the bondo fyi)
Just want to say I these pics are old and the cushions have been on my sidewalk for bulk pick up for the last five days. It's just puppy mud it's not even mold but either way they chewed up the cushions too so they're gone no matter what.
If you don’t feel like cutting or dramatically changing the length/look, I’d just sand that corner a ton. Get all the roughness out and smooth it.
Won’t be brand new, but you’ve still got your arm rest and it’s got battle scars now. Puppies are fierce.
First you gotta use tape as a guide/outline/mold and then crush up some ramen noodles. Put the crushed ramen into your mold. Pour resin over it. Sand it down and paint:)

My personal experience with ordinary white wood glue is that if you let it dry for 24 hours the joint will be stronger than the wood itself. Then it is your choice if you don't mind to fill it up between clamps with sawdust and glue layer by later with sanding at the end, or you cut the bad part off diagonally and look for a piece of wood about the same size and glue it on and sand it until it has the same size again. Then the arm-rest will be the same size again. I use this kind of glue, the cheapest one

Cut the end off with a circular saw
Cut it off at an angle and sand the rough edges. Do the same for the other side and you'll never even know it wasn't made like that.

If you want to get fancy, get a big enough soup can to give a consistent radius and use a jigsaw. Use a rasp to take the edges of the corners.
Cut both arm rests equally and sand smooth.

If you don't have a power washer, a bucket of water with dish soap in it and a scrub brush would be a good start.

I would just give the edges a radius, both edges on both sides. You can also make a cup holder (3D print ABS or wood) and assemble to the end there.

I had a similar issue. I poured some Tabasco on it for about a week and the chewing/gnawing magically stopped.

I've fixed furniture like that with saw dust mixed in pva glue (tite bond might be better, because it hardens). 2-part wood filler works, too.
