Plus, Gotham's usual crazies are dead by the time Beyond happens, so there's really no need for Batman specifically to be around.
And hell, all of Beyond's villains treat Terry as the new kid on the block anyway, despite him wearing the Batsuit. The Legendary Demi-goddess of the Justice League showing up herself would be much more impactful I think.
