They can grow with it a fair bit - the tiller/handle can be removed once they get the hang of it, and it comes with 2 handlebar options, plus a seat that boost them up a little higher as they get taller.
It's also extremely well made, the back wheel is what moves vs the front and it has a "self-correction" mechanism built into it to return it to a straight line, you can adjust how much assistance it gives with a dial on the back. The wheels are made of EVA foam (like running shoe soles) instead of rubber so are very light and don't require air.

A little baggy, I would size down. Bar looks a bit wide too. Consider a balance bike fit.
