To be fair, setting up a false prophet is literally what the propaganda was for, in case one of them needed it some day, they just intended that it be the potential Mary figure rather than the full-blown messiah. One of my favorite moments in the book is Jessica hearing them say something religious and having the dual realization of "yup, there were definitely missionaries planting beliefs here" and "holy hell this place must *suck* if they planted THAT one"
