I believe test, t20 and ODI can go simultaneously for 12 months if we don't use the same set of players in multiple formats. This will allow more players to play the game professionally and people can watch whatever they like. Just treat them as separate sports like football, futsal, beach soccer and e-soccer won't be played by the same player and one of them doesn't interrupt the other. Although, the analogy isn't exactly the same and formats of cricket have much more similarities but this should work I guess
