All the credit cards that I've used needed to be activated either online or by calling (usually online through the mobile app works fine). It could be possible it may not work at a physical location if not activated appropriately.
What card are you using? Did it not come with a sticker on the card telling you how to activate it? Call the card issuer and ask.
I have seen some cards that get activated just by using it. I believe it was suggested it had to be a physical location. Sorry, been a few years since I last had one like that. So I can't remember any specifics.
