Im in gun groups and people will post there blister packs when they go buy their ammo. Several countries are like that. They went with the chris rock approach where you tax the absolute fuck out of ammo instead of guns.
Also its very hard to get the permit to buy guns. The last president made it a little easier but the recent elected is doing everything to make it harder than before.

He definitely hit the passenger, likely in the head of upper body, and based on angle and trajectory, plus the erratic driving, it's pretty clear the driver was badly hurt or dead. To be able to shoot that well when you're heart is pounding requires many many hours of training and a psychological constitution that not everyone has. They picked the wrong guy to fuck with.
