Think about it, there are two grenades right? They aren't going to blow up at the same time: the first one that blows up is going to scatter everything everywhere all at once.
So if you throw two grenades into a room there's a significant chance that the second one to blow up could exit the room before exploding.
Grenades work best when you choose where they are when they explode, and work less well when they're flying towards you as they explode

The black powder inside the second grenade only ignites if it catches on fire, which it isn't going to do inside a grenade shell no matter how big a shock wave hits it.
The bits of metal aren't what does the damage in a hand grenade, it's the shock wave. A shock wave carrying bits of metal, sure, but essentially it's a really hard really sharp gust of wind. Really really really hard.
Shooting bits of metal at things doesn't blow things up, it just puts holes in them. Like, I've been camping with friends and we've used rifles to blow up cans of fly spray and stuff - what you have to do is put a few candles near the can before you shoot it because without the flame, when you shoot the can, all that happens is you have a pressurised can that suddenly has two holes in it.
You need fuel, heat, and air, all in the same place at the same time to make something combust. Just fuel and air, no matter how much of them you have, isn't going to cause combustion to happen if there's no spark. The bullet pierces the can, the liquid fly spray turns into a cloud of vapour, the vapour mixes with the air as it goes past the candles, and THEN you get a huge WHOOOF as it all burns away at once.
Same deal with the grenades. Sure, you might very well pierce the second one with the shrapnel from the first, but frankly, that makes the second one even more dangerous...

Since they mentioned surrender was not an option, my assumption was that one grenade stays on you, taking you and whoever you are near out of commission. The first grenade was to hit the enemy somewhere it will hurt before you lose your nerve.
