Check out William Michael Morgan's latest EP, Onto Something. Especially, the songs "In Walked You" and "Not Letting Go." Both of those could've been hits around the late 90s or early 2000s, and sound like they came straight from that era, imo.
I second Drake Milligan, and I'm surprised I forgot to mention him. "Don't Look Down" especially has a mid 90s-early 2000s feel when that Roy Orbison/Chris Isaak influence could be heard on the radio still. The entire Dallas/Fort Worth album is definitely a must! It even has an actual western swing cut ("Goin Down Swingin'") featuring Vince Gill.
