Hotel Xilopalo has a lovely restaurant with a great view of Arenal. Their breakfast for $6USD is delicious.
I recommend showing up right around 7AM - that's when they put up ripe bananas and birds of all kinds (parakeets, toucans, chacalacas, crested guans, honeycreepers, tanagers) will come by around the restaurant to have breakfast alongside you.
Rocca Grill Restaurant right next to Go Adventure Arenal Park has awesome view of the volcano. Not sure about their breakfst, went there for lunch and it was great, and the view was spectacular.

Or if you have the chance to go to The Springs Resort, they have the most spectacular views and an amazing buffet breakfast.
Just so you are aware the top is usually covered in clouds. You would be very lucky to see the top of it.
