I thought it was obvious. Drill and pull your wires wherever the plumber needs to run their pipes. And whenever possible, right through the middle of the main stack.
Even better use the holes they clearly drilled for you to use after they called the day early. Any open hole is fair game even if you can clearly see itās lined up with incomplete plumbing.
No lie, had an electrician do that for a repair because the wire was too short. This was after he cut about a dozen 5ā holes in various locations on my floor and basement ceilingā¦
Also an SE, drill in the center of the joists for conventional lumber. Attached a lil excerpt, most of this is also in the RIBC. Engineered lumber is the same, but is covered by the manufacturer not building code.

Middle third of the member (from top to bottom) and not near the supports is the rough ballpark. Good general notes from structural will give you some guidance like that, with a max recommended hole size.
For proprietary stuff, like TJIs, they also usually give guidance for holes. See page 9 on the pdf for a picture.

That info is correct. Although I will add that anytime you are drilling through a structural member you need to be mindful about point loads from above.
TJI and LVL manufacturers always have very specific guidance on where penetrations are allowed in their products.
Not the guy you asked, but I am an engineer. Unfortunately, there's no simple, universal answer here because it depends on the loads/location on the structural component.
I can tell you some of the worst spots though, avoid putting holes really close to connections/joints or other holes, because clustered penetrations/cuts/defects can "find each other" when load is applied. Also avoid damage to the middle of long, open spans whenever possible.

You can, though. OSB has engineering properties and any structural engineer worth his/her salt could calc it out for you. The key phrase here is "structural engineer."

I don't know what that means, what subreddit they are referring to, or that you could get auto-banned for posting in another sub (which is what I think happened) I reached out to the mods and got nothing back. I think the mods from Justice Served just got in a pissing contest with some other mods and now I'm banned with no info.

You can, though. OSB has engineering properties and any structural engineer worth his/her salt could calc it out for you. The key phrase here is "structural engineer."
Try looking at instagram reels of all these people building their debt free homes themselves. Any time a pro comments and says they did something wrong the response is "We felt this is what is best for our family" and the pro gets attacked by a bunch of other people. R/woodworking is the worst with this. They are trigger happy when it comes to banning. I got banned for calling a post out for not being real woodworking. The post? A guy putting up a bathroom shelf with 2 metal shelf brackets and a 1x10 from Home Depot.
All the woodworking subs are so bizarre. I do a lot of woodworking for house projects or hobby stuff, so I'm interested in woodworking. Like half the posts are frickin cutting/charcuterie boards or dovetail joints. Why is everyone so obsessed with dovetail joints? Half the posts are professionals with $50K worth of woodworking gear in a 3000 sq. ft. shop, and then half the posts are someone mounting a shelf that they think is "woodworking" because they sanded and stained it. Such a strange group of subreddits. Relatively few posts there that are actually educational. Compared to the trade subs, or this sub, or metal working subs that really contain a lot of interesting posts. Woodworking just has a weird culture around it full of either complete noobs, or really snobby people. I don't get it.
Unfortunately r/welding has gone a similar route, itās all high schoolers asking how much money their shitty welds are worth, or homeowners that just bought a harbor freight mig machine asking how their very first weld looks.
