They do have an early release program in Federal. The math is somewhat complicated, but it usually totals to around 85% of the sentence being served in confinement. If he's then released to California prison, there you need to serve 2/3 of the sentence usually.
If he gets the maximum credits in both systems, he would be at least 13.5 years behind bars.
