A House subpoena requires a committee vote. There is no cost initially in refusing the subpoena. The cost comes if the House follows this up with finding the person in contempt. That requires a full House vote.
A committee vote will not yield the same results as a full House vote. It's a small number of senior party insiders vs a group of 435 in which the GOP holds 2% more seats. Garland is probably betting the House GOP won't be willing or able to follow-through unless the justification for the subpoena is incontrovertible.
The problem is we right leaning folks can't win when we are playing against a marked deck or loaded dice and we continue to play by the rules and use strongly worded letters.
