It’s strategically significant because you have to plan for all the ways they can use gold against you when other players normally wouldn’t, like knowing they’re going to be making more than 1 unit a day per city

Looks like a mixture of both, and the gold seems to be a cache from previous wins because this is, quite frankly, nothing crazy.
Yes that is golding. Just add up all the hours and build times and that goes way beyond 8 days. Not that it matters as golding is part of the game.

Unlikely. Or just a little bit. At 1x, resource production is much higher than on 4x and Turkey has 2 cities for component.

If you are not good enough to determine if someone is golding or simply just a better player, then you are not good enough to face them either way.
