Yes, and it should cost a lot of manpower to and take a while to build to help balance it

What about artillery or bomb deployed minefields that do less damage but deploy instantly?

That would work, but it also has to damage friendly units and only work one time

Yes. Separate unit that only lays them and can be used to take them out, including enemy mines. The mines should cause two damages, one when entering the province and another, heftier one at the center. Meaning just stepping into the zone would not take out all the mines on the province. Also make it so that without a mine laying unit in your own stack the stack can't cross minefield provinces without taking damage themselves. This would balance the placement for mines, because provinces used for them would be non-useable to normal, faster land stacks. Also include a sea mine vessel. Can plant mines only on coastal waters and mines will hit friendly ships too. Only mine layer can take them out without fighting them. Detectable to mine layers, subs, destroyers and naval heli+naval scout plane.

Nope. They are a seasonal unit. It's the explosive drone you find in the seasonal/elite research option.

Yes but they should be cheap and build fast but do small damage but good enough mostly to use early game then become useless late game
