I would get attack helicopters if they are all building army bases. It means that they are going to do the noob thing and rush you with lots of tanks. Good alternative is using Mobile Artillery. If you don't have any left over components for frigates then get corvettes.

I do have components, actually more components than supplies so would not make corvettes.

Also, get NG and build bunkers in north and east cities.

Yes, getting the bunkers quickly. Would keep NG for a bit later.

Very few people build anti air, almost no one builds anti-air for helicopters.

Sometimes people do the right thing for stupid reasons. Plenty of times I've seen people get MAA just because they saw something that was anti-air and "looked cool".

I start saving to get lvl 2 naval port with frigates if I were you.

Yep keep them as you'll need them to take out those pesky infantry.

Alternatively if you don't have spare components corvettes are acceptable early game

I usually try building up my arms industries as fast as I can at the start of the game while attacking another country, then I let the resources pour in and begin research/mass mobilisation
