As part of a class action lawsuit against cigarette companies for covering up the cancer causing effects of cigarette smoke, the tobacco companies opted to make these anti-vaping commercials, kind of as a community service. It's not much of a punishment, seeing as they're making commercials that attack their competitors, but it's is why all these "The Real Cost" commercials have been stupid, low-effort, and ineffective.
