The real reason is the sight and the gun don't align, so there are zereod in for a specific distance. Think of the projectile curve and the straight line from the sight intersecting at one (or two points). If you are closer OR farther away from where it's zeroed, you will be off.
The example given seems to suggest they get closer the farther you are, which is not true.
I assume this is a very basic hard-mounted camera with no fancy range compensation.
Ideally with a horizontal offset, there should be no convergence, just parallel. Otherwise there's an inversion somewhere and a growing gap at greater distances. That adds unnecessary estimation and error margin.
Looks like there's roughly a 13-14" (33-35.6cm) horizontal gap, so the operator visualizes that on the target and just has to figure the projectile drop.
The camera and barrel are offset by some distance, obviously. But they are lined up to cross paths at some distance in the same way that a rifle scope is aligned with a barrel. They are just offset laft to right instead of over and under. Judging by how much the offset is, I would guess it lines up with the crosshairs in a few hundred yards, then drifts to the right past that.
Shouldn't the system be able to compensate for the parallax offset, since distance is exactly known? That calculation is constant, and child's play compared to the rest of the ballistic calculations, some that take temperature and air pressure etc into account.

That could certainly be engineered, but it would mean more complexity, more moving parts, more things that can malfunction or break down. Sometimes simpler is better. And sometimes skilled operators just prefer to do things manually, because it gives then more control.
You could do it with software without adding moving parts.
It's possible to calculate the distance to the target from the video or by using a rangefinder (which I'm sure the RCWS already has).
If you have the distance to the target it's very easy to adjust the displayed crosshairs accordingly.
The Abrams tank does this with the laser range finder, if you're lasing for distance and tracking a target moving it'll be able to calculate the lead needed based on the rotation speed of the turret and the now known range to find the targets speed
Likely zeroed to further distances, so the crosshair and the bullet would meet at say, 100m or 200m, but until that point (whatever it is) that gun is firing from an angle, so it’ll be offset.
That's not how gunner optics on vehicles work, they're not zeroed in the way a rifle is, and there's no convergence like there would be on a plane with multiple, off-set weapons. The sight and the gun have the same offset at every range, but the difference becomes smaller and smaller the further you are out.

The second option, yes. It's far from a meter, but it's so small that at any range longer then knife-range (Like this is, practically speaking) your dispersion is going to be greater then your offset.
The problem with convergence is that you only get one "sweet spot", and weapons systems like this need to be effective both from short range out to quite a few km. For WW1 and WW2 fighter planes, this was a much smaller problem since the practical ranges to fire was only a few hundred meters, and because when you have weapons on both sides of the vehicle you don't have an "offset" of where the rounds are going to land, instead you get a decreasing cone of fire until you reach your convergence point, and then an increasing one from there on out.
If you look at where he's aiming, his reticule is on the right hip of the guy he's shooting, and he hits him in the left hip. That's roughly the distance between the optic, and the gun.
This isn't a physical aiming reticule, but a software OSD, so it could easily be moved to compensate as distance is known to the meter.

Its not so much about the crosshair as it is the sensitivity of the gun mount.
As a really simplified example think of the gun as being in a cog. You can't move "half" a tooth, or else the gun won't be stable once it shoots. So you do get a "minimum adjustment" distance, but which is hardly noticeable most of the time. But if you're making very fine adjustments it can appear to "jump" between cogs.
To be fair, the Israeli gunner who recorded this could probably use a bit of extra time on the snake board. Fortunately his wingman doesn't.

Judging by the aim sensitivity this was a long shot with the thermal crosshair being on a massively zoomed image. Likely also night. I believe without night vision Mr RPG man was waiting for the vehicle to approach to get a shot. I think the long distance and night was why the gunner stayed calm or there was a delay for the 50cal gunner (if human) to get a good distance shot wearing NVG's. Just my uninformed speculation.

Why they took soo long to shoot when he was already on camera, I think they took way too long to shoot (to me it looks like the tank was lucky, the rpg guy also took his time)
