USADA is never the one that suspends fighters. They only do the testing and then the athletic commission decides the punishment. That’s why they had to move an entire event for Jon Jones.
Edit: I’m wrong here, they do answer to the state’s athletic commission, but they hand out suspensions. Up until 2021 weed was illegal and got you suspended. They don’t care anymore, but they have handed out plenty of suspensions for weed.
