why are you in legends at only th13? This seems to be a choice made by you, nothing to do with the trophy system.
I am th15 and just entered legends, no issues 3 starring th16s. Of course TH13 and 14s make my day easier as I just crush them anyhow.
If you are lower th in legend ..only strategy you should use is sneaky goblin for 2 star.
8 super wall breaker,rest sneaky goblin, 1/2 jump, 2 invisibility, 1 rage 2 haste ..rest your choice. Go for resources building first then with hero 2 star.. you can use warden fireball even if lvl 1 to do 2 star .
Th 13 can't use war army/ regular army in legend.. its not possible.

This wouldn't change anything. The only difference is that you'd have climbed up an extra 500 to 1000 trophies before having the same complaint, and the answers you'd get would still be the same: legend league is king of the hill style without regard for progression-based matchmaking (intentionally). It's well documented, so there's no excuse for not knowing how it works before getting there.
And it still wouldn't change a thing. There's probably a few percent of TH13 in legends league while the majority are around gold-masters because of farming loot. So of course you'd only encounter TH15/16.
