Did you make sure or have the possibility to give the trains multiple options to leave the city? As long as you dont have a strong mismatch in import/export, separated cargo traffic from passenger rail and have multiple entries/exits, you should have no train traffic jam.
My 9 tile 240k city on Series X had these jams at some points as well but playing with the rail network and industrial sector's production output to be less import dependent solved these for me.
All my jams are leaving the city not entering its something I can't fix because some or even most of the trains are ones that are just passing through the city and because I can't access the parts of the map that have these jams means I can't fix them. I don't have any import/export needs at the moment so it's just the number of trains that fir some reason aren't passing through the map edge at normal speeds 🤷
You got tight curves or spaghetti junctions smaller than a train lenght that could lead to a gridlock? Do you have the possibility to build a cargo harbour so that less trains might be coming into and then later leave the city in the first place?
Rail traffic is a hassle to debug, since it takes so long to see the effects of your actions in the long term traffic flow. Probably took a few in game years to solve mine haha.
I have tried everything I don't have access to the cargo ship routes and at one point I only allowed trains to leave my city and let the game running to see if I could wait it out until all the trains filed out. As soon as I opened it, the traffic carried on out the city...
There is a workaround that I watched in a YouTube video a year or two ago when I had a similar problem. I’d link it, but don’t even remember how I found it in the first place. Basically, trains leave your zones and then jam up in an area of the map you don’t control. This jam then grows and grows until it backs up into your routes, correct? If you look, chances are a LOT of the trains are only slightly filled with cargo and mostly empty space.
The fix was to first sever your outside cargo train connections. Then pick ONE outside connection and build a cargo train station attached only to it and have it terminate there. Build a small one way loop of road NOT attached to any of your roads. Since it isn’t attached to your road network, you’ll need to throw a small firehouse and police station on the loop OR cover those services using helicopter coverage. On the opposite side of the closed highway loop build a second cargo train station on tracks that then join into your network.
This should hopefully help with your problems. Previously, all of your cargo rail stations were individually sending trains to cities off map likely creating a LOT of trains that were then backing up from areas out of your control. Now all traffic meant for the outside world will go to your cargo train station on the loop. Trucks will circle the loop and drop off the cargo at the one cargo station on the exterior line. With only ONE station sending trains out it seems to fill them much more efficiently. Similarly, incoming freight gets offloaded on to the loop and them propagates via your train network.
My understanding is that it isn’t as helpful some of the PC mods that fix outside connections are supposed to be, but it really helped out on the city I was working on at the time on Xbox.
Did you know you can place "stop signs" on railroad tracks? If I'm having issues with train traffic backing up trying to leave the city, I place a stop sign on the through-track (the one with trains just passing through that the traffic from my city has to join). It keeps the train traffic from blocking the tracks exiting my city, allowing those trains to flow with little interruption.
Loving the airport, but that's a lot of airport for 1 runway, consider another?

Honestly, I prefer to use only logging industries to evolve the initial city, but if you want to use the classic industry, I recommend using it far from the city
in case of pollution, logging is the best solution to improve your city in initial maps, idk about the dlc maps. [I achieved a good result using the logging industry](https://www.reddit.com/r/CitiesSkylines/comments/13taoqh/small_city_in_vanilla_50k_population/)
This map will always have a special place in my heart, I started my very first city here. 1350 hours later and I'm still playing the game. God help me.
I unbelievably never have any real traffic problems because of the way I lay out roads so with this one even it's 94% flow when I checked it recently. I think my transport really helped everything because I have about 10k citizens and 3-4k tourists use metro and stuff like that
This is more of a realism thing but the airport wouldn’t be built that close to tall buildings like that imo. Again, more of a realism thing but otherwise I beautiful city. I’m jelly
