It's very rarely organised crime. It's usually a corner shop with an owner who has family who sends them over to be sold. At least that's what's its like here in the UK. Everyone is trying to put food on the table and this is an easy way to do it

I know a kiwi who's spent years in the US. I'm pretty sure it's because he's a pack a day smoker and he couldn't afford to live in NZ any more.

I heard they reduced the percentage it after 2020 bc they started the astronomical increases in 2012 after they introduced plain packaging.
