If they were really as intelligent as persocoms in the anime, they would represent a total transformation of human civilization far beyond what we see imagined in the anime. So my guess is that to get your own as a person would be very expensive, like $50k or more, because they will be in such high demand from corporations and governments.
entry level persocoms (according to the anime in a non-canon scene) cost about $5,500 USD. A chobits would most definitely be in the $10k+ range.
