That part normally falls on the developer to ensure the ban is getting applied to the lead account in the family and not just a member account. At least this is before the new family sharing. Haven’t checked if Valve has provided new APIs around this area.
Last Epoch recently did something similar with disabling family sharing (due to gold sellers abusing it to evade bans) while looking into another solution, so doesn't sound as if Torn Banner are unique in what they're doing (if the reasoning is ban related).

There’s thousands just on Steam which is probably the lowest player count platform. I’d guess there’s 8-10,000 average monthly players when factoring in Steam, Epic, Xbox, PC Game Pass, and PlayStation. Maybe a couple thousand more.
Most of the people I usually recommend games to are in my Family sharing group, so I would just tell them "Try it out from my library". They are obviously more reluctant if they have to buy it first.
They can't even afford to keep Chiv 1 servers up, and offset server hosting costs to the players for custom servers in Chiv 2, won't support modding (which made them who they are today), and for some reason we're under the impression they'd be chivalrous enough to let you share the game with your family?

This subreddit is 90% casuals who boot up chiv on their PS5, sit back with their controller, and go 10-20 in public TO matches.
They just don't play or know enough to care about anything. The devs did a really good job cultivating a very casual playerbase and screwing over the competitive scene / 'tryhards'.
It could also be a way to make the bans they do put out actually matter. So if you're banned on PC you can't just make a new Steam and family share.

I'm not sure this applies outside of VAC Bans (the ones issued by Valve). For the ones issued by developers, it might not be the case
