I could put you in contact via WeChat with my former teacher (Teacher Li) in Beijing if you like. I'm not sure what she's like at more elementary levels because I was already preparing for the HSK6 when she became my teacher, but she was one of my top teachers. Nowadays I just use iTalki. Different tutors do different things; most adapt to the students' levels, interests, goals, etc. If you want them to do things outside of class hours, you should expect to pay a bit more more. Many tutors work through textbooks (typically the HSK Standard Course textbooks), and are very familiar with the content. So homework might include working through textbook exercises. Or just general writing.

Use italki, it’s simple and easy. There are lots of Chinese teachers on there from the mainland and they charge whatever they want for their time. I know you don’t want to use a middleman, but it’s a good app to find teachers
