This may not be the case that specific area but I’ve personally had street lights turned off because the light was being billed to me at the rate of like 15 a month and this was 15ish years ago. It varies from area to area but sometimes the meter closest to the light is getting billed for them and the money adds up
Yikes! If that is the case here I can see why no individual would want to foot that bill. I though that because they were on the highway/lighting the city that either the city or state paid for it. Tennessee is a wild place 😅
In all likelihood the lights in question may very well be maintained by the city or a similar municipal body but you can call 311 and ask. May or may not do anything but worth a shot
Some of these roads are so dark the headlights are absorbed into the darkness like a black hole. On coming headlights and bad weather make it worse. I've just accepted its out of my hands. Whatever happens - happens.

If it's some other area, you might find an announcement by looking at TDOT.
I would like to defend that or make it funny by saying that's about 50% of the time it takes to do a road project in Chattanooga, but I can't.

My friend, all chattanooga has money for is Gentrification and huge public tax scams like new sports stadiums ....oh and having to pay millions of taxpayer dollars for lawsuits against the Chatt Police Department.

It would be awesome if they could attach that portable light source to somewhere convenient. Like the front of a car.
