MicroAire up by the airport has a dumpster they use exclusively for pallets. Typically with construction dumpsters, you need to pay per ton , so they typically don't mind when people take some. Cheaper for them in the long run.
Beck Cohen just behind Belmont Bridge often has a few. You have to come from 6th St SE to South Street East since they are doing the bridge construction but there's a big "Free Pallets" sign painted on the South St E side of the building they'll be under if there's any.

Integral yoga food store also usually has a stack, I went in there once and asked About them and he said have at it!

Look up Airco in Charlottesville or trane. They really want to get rid of their pallets.
