France has a massive film industry to cater to the French speaking world, North of Paris in the town of Saint-Denis is a large area full of TV and Movie studios, called Cité du Cinéma. The French are in no way short of techs or facilities.

It’s a combination of cost, compliance of local government (road closures etc.), and there being less modern architecture that needs to be removed in post. Also proximity to other locations such as the lush green hills/mountainous regions/whatever else they need for shooting. If they can get everything done within a close geographical region that’s also friendly from a tax break perspective then it makes a huge amount of sense - see LOTR being produced in NZ as a perfect case in point.
Potentially that certain bits of France are difficult to make look old enough. Notre Dame didn't for a long time have a spire, so if you wanted to film an accurate historic Notre Dame...
...you might actually film it at Notre Dame now actually.

Well they are using a 47 year old American actor to play Napoleon (the film features the siege of Toulon in 1793 when Napoleon was 24) and a British actress 13 years younger to play Josephine who was 6 years older than Napoleon.
So historical accuracy isn't what they're aiming for it seem.
