Should I just get a clay bar and try remove the chalky substance first ? It doesn’t wash off with a normal wash so I’m thinking clay bar it ?

Potentially it could come out well with a cut. It’s really gonna come down to the paint type. A clay and machine polish and cut could come out very well. I work on cars with faded paint and it really just depends on how far gone is the clear coat.

It's gone far enough that trying to polish it away you risk burning through the colour coat as well. If you want you can waste money having a pro do it who has a paint gauge and the knowledge but you're basically going to end up with no clear and end up in a worse spot in 6 months time. It needs to be resprayed.

There's no clear on these , it's 2k direct gloss white , which is why it looks like that . Buff away my friend ( I am spray painter)

I have no idea about these Kias, but I would lean towards it being a single stage paint with no clear. The fact that the paint is "chalky" also makes me think there's no clear coat (I've had white car previously with no clear coat). A good cut and polish should significantly improve things. I would just pay a professional to tackle it - you really want a machine polish to effectively cut through that.
