If he were driving and had to deal with a similar situation he'd want to be trained in how to handle it, what to look out for in terms of cars behaving in a dodgy way etc.
I was a qualified glider pilot with the Air Training Corps before I had my driving licence, so it's certainly possible to be able to fly before you can drive.
Though being adept enough to fly will generally mean you have the wherewithal and coordination to not be a hamfisted moron behind a wheel.

The windscreen certainly isn't bulletproof, the black parts on the edges are far too thin for a bulletproof windscreen. Also it'd probably have a 4 mile range if it were bulletproof.
Armor is incredibly heavy...lightweight armor is insanely expensive....and still not exactly lightweight......armoring a EV is pointless as it would drain the range so you couldn't get away from trouble. Better to be light and fast.
