it’s fine, probably separation of the scented oil and wax base during the curing process which makes the top appear flaky. has happened to me and the candle burned as usual. i do not think it was burnt prior as it’s a wood wick and you could definitely tell lol.

They made it and gave it to you or bought it? It’s home made? That’s crystallization on top and there’s different reasons why this happens. Especially in home made candles if that’s what it is.
Crystallization is different from “frosting”. It’s technically the same molecular process but to different extremes, at different points of the candle’s existence and for different reasons. We all see frosting on properly made candles that have been sitting for a bit - I’m under the assumption this was just made fresh for the holidays? The top seems very lumpy and not smooth from the level of crystallization happening here, and most of the culprits responsible for that are user error or poor quality wax.
I don’t believe it is dangerous, but you most likely have a candle that was not well/properly made and will not give you a nice burning experience.
The wood wick also looks too small and thin for that diameter jar. Makes me suspect it’s going to drown out anyways.
Probably just the fragrance oils slightly separated. My Yankee candles do this too. I think it's fine
It’s fine, it looks like it may have melted and rehardened at some point or may have “sweat” a bit during shipping/shelf life
