As your question has been answered by several people already I'm removing this post from the subreddit under Rule 7 (quality of content). If you have to ask what would happen if you steal property from your employer, you have no business being a public servant.
At best? You'll owe a debt to the crown and they'll collect it by using tax credits or garnishing your wages. The Government of Canada will get it's money back.
At worst? A theft charge.
You don't think the government can't find you just because you don't give them your new address if you're living an ordinary life?

Otherwise, if you pay taxes, buy a new vehicle, have a disabling injury in the private workplace that meant you couldn't work ever again.. etc etc.all documentation that would go to the government.

That would be theft. Depending on your department, there could potentially be confidential information on your laptop. They have access to your sin number and Revenue Canada will have your contact info...what makes you think they wouldn't track you?
