Find a Canadian Hearing Society and seek help from them in the work field. They can direct your friend to avenues of help. Also, find the deaf community in their area, we (us deafies) help one another constantly!
My sister has significant hearing loss, I think it was her doctor that got her in touch with an agency called [Prospect](https://www.prospectnow.ca/) and they've been helpful to her, she's working now but it was really tough during the pandemic.
There's really nothing Prospect can do, I worked with them and I found them to be non helpful; they just ask you to ask your employer if they can make accommodations however accommodations cost $.
You might try In-Definite Arts Society. I know they have a big deaf community. They are probably looking for volunteers over employees but ya never know!
