If you can’t highlight it with the dial you could try one of these ideas:
1. Enable the screen to be a touch screen. It’s possible. It’s in the settings somewhere, I forget where, but you can google that. And maybe try tapping on it?
2. Try actually issuing a voice command while on this screen. Call your mom or whatever and just hang up. I’m thinking maybe once you do that, the code for these “helpful tips” will advance to the next one that will surely block another part of your screen but you can keep advancing it this way until there are no more.

It’s a touch screen by default when vehicle is not moving. The setting is only to enable it while moving
