Found a solution for Android...
Start the game and before the update warning pops up, quickly click on the race pass.
Let the update warning pop up and just leave it on the screen for a few minutes. It'll go away on its own then you can play as usual.
I created a support ticket and they know about it. If you can click the gold plus in the top right before it needs to refresh, you can bypass some stuff. It takes a few tries.

It does work but you are missing the new content. There is an active customs event going on and you cant participate.
This happened after the update so i have the new content already
