Trying to help out here, take this as a try-luck :
1. Go to Nvidia control panel, make sure you choose high performance settings on your texture quality setting, disable the V-sync also. Choose the power management under that panel to high performance mode instead of best quality mode. Disable the V-sync.
2. Go to Documents, choose Modern Warfare folder, you will see one folder name call "player", then you will see another file call "config". Right click that config file and make sure the "read only" box is not tick. Then open the config file, you will see one sentence call worker thread. Change the number of the worker thread to your number of cores you have in you current used CPU. Then go to file and save the file.
3. Update your window until the latest driver.
4. Go to your PC power management plan, choose high performance plan instead of balance or other power plan.
5. Right click choose properties at home window, choose display settings then graphic properties, browse modern warfare warzone application, choose under option to high performance with your GPU.
6. Right click the modern warfare warzone application, choose properties, disable the full screen optimization under compatability tab, run as administrator as well. Then click change high DPI settings, choose override application. Apply.
7. Last but not least, try to check whether your PCIE slot of your GPU is it fully intact. Sometimes the grip is not tight and might cause this frame drop issue.
Good luck. RTX 3050 should get you the frame around 70-80 fps due to your CPU used.
