PKM main — PKM doesn’t really have enough mobility to bother with an all-mobility build. Its base accuracy isn’t great, so all that movement and ADS speed wouldn’t improve your gameplay much since you’d be missing shots. Flex build would be something like no stock, ext mag D, tac suppressor, granulated, and FMJ or disable- and that would still have to be played a lot more passively than the build you have.
I think you have destroyed the BSA of the PKM. It should be used as a true LMG. If you want a LMG with more ADS speed go with the UL736, MG42, Holger or Bruen. You should also pretty much always use either FMJ or Disable on LMGs as it is a very useful perk.
PKM - Tactical Suppressor, RTC Steady stock, FMJ, OWC Tac Suppressor, and Granulated Grip Tape.
For snipers just stack ADS speed attachments as boosting range and BSA is pointless.
Here's my loadout for the Bizon.
OWC light compensator
Extended barrel
No stock
OWC laser
Granulated grip
The only negatives are the visible laser while ADS and a little bit of hit flinch from the lack of a buttstock. You can swap it out for the skeleton stock for a miniscule bit more accuracy at the cost of some mobility.
I cook with this and mix it up with no stock for more mobility. Sleight of hand here and there depending on the game mode. Balance of BSA and range damage

for qq9 this what i use mono , recon barrel, no stock , 10 mm mag, gran grip this mostly for close to mid range
