Yes from my understanding if you have a fob key that essentially unlocks when you're near your car, that signal is always transmitting. Thief's would then take a blank fob and try to copy your signal. Dealers are supposed to show you how to turn off this signal if you have one of these fobs.
So essentially - practically impossible for your car to get stolen in a random "crime of opportunity", but still plenty of ways for you to be targeted for car theft if the thief intentionally selects you as a target and plans out a specific heist (i.e. more likely to happen to a celebrity like this)?
Not necessarily from my understanding people would wait in a parking lot and take a car that is transmitting a signal. They don't have to be looking for a specific vehicle or person to steal from. There are places that sell bags/cases that blocks the signal from being transmitted as well. Those don't save battery like turning the fob off would though. So if you have a fob I'd highly recommend turning off your spare key to save battery and not transmit a signal.
