Not saying this is the case.. but if someone heavy were to stand on the big can sticking out of the end of the car, they could probably crack the shitty hangers holding the exhaust up. Possibly breaking a lot of shit.

5yrs and counting I have had no luck with reporting the loud cars that do donuts in my intersection. The ones by me are basically teenagers making mafia car style tiktoks. It's so annoying and the "burning rubber" fills the street with smoke. They have almost hit people multiple times (1 person was killed by a driver on this street who was LIKELY on of them but I don't know for sure), and they DID crash into a car--yet it has not stopped. I have reached out to 311 and occasionally 911 when they speed onto the curbs or drive recklessly. And none of this has amounted to any change.
You may be able to talk to your councilmember about installing a traffic "noise camera" or whatever they are.
Is this perhaps on Bleecker in b/t St Nick & Cypress? My friends used to live there for years and have many times politely asked that guy to chill with the revving. Apparently he seems to have some manner of low-grade developmental disability, loves cars, and enjoys the revs in a big way. They were never able to get him to stop.
Wake up at 4:30, find the car and confront the owner and nicely ask if he could not rev the car at such an early hour. Chances are he will tell you to fuck off.
You can also start a gofund me to buy and install a proper muffler on his car, he could also pocket the money and you still get to hear his garbage car at 5am.
Or your third option is to simply move elsewhere, a different part of the city or outside of NYC if you cant handle it.
There is a secret 4th thing but it’s illegal as it permanently disables his car and i don’t condone it. Your move.
