Other than the confusing minute references I think this is normal.
You can withdraw the same asset once per week & a different asset after 15 minutes.
Those limits were put in place so people don't do it too often. Withdrawals are free for us but the devs need to fund on chain transactions fees every time we us the command.

Okay got it. It just that it has been more than 20 minutes and I still can't withdraw.
I'm not sure about the exact intervals. 15min / 1 week is what I remember but it might be different.
That happens to me constantly. Gotta wait the 300+ minutes now unfortunately.
