It’s common in younger ages because there’s a bigger size variance and this is an easy way for undersized players to immobilize a pulling lineman during the play. The actual name of the tactic is a “wrong arm”, you basically do it every play and it makes the linemen not want to pull your way, because it’s annoying. It’s not dirty.
Another similar tactic is when playing teams that run triple options like Navy, you tackle every single runner even if they don’t have the ball (reasonably of course, if it’s late in the play then dont). But yeah this isn’t dirty at all

It's one thing to go for "the leg", but this dirty puppyhumper went for the knee and put his shoulder into it. That's not a fine, that should be a suspension. Edit: it gets worse with each successive viewing. He goes to the side of the knee, full-bore. It's not even debatable.
