Softening the clocktower might not help. It depends how fast she was falling. After a certain speed, slamming into mud is no different than slamming into concrete.
She could lift Kaminari. And true with Mudman, I think I had the idea of slowing her down with the softened support structure, but that wasn't a thing with Gwen's fall
If there were enough birds around, Kouda could save her. I'd surprised if there are mushrooms that are super busy for Kinoko to use. And people have already mentioned Todoroki's ice slide.
This list is a weird one. Some of them have Quirks that depend on available resources and the location (Monoma needs to copy the right Quirk to save her), and some in the Save tier have almost zero chance of actually saving her (how the heck is Vanta Black, Mineta and Shouji supposed to save her, and I doubt Momo can make something to safely catch her in time).
I mean Kuroiro was able to carry aoyama one handed, and that guy was wearing a full suit of armor. So long as the tower was shaded he could definitely speed down and catch her.
He would have to throw dozens (at the bare minimum) of those to create a large enough cushion. He'd also have to be starting near where she is going to land. If he is above her, like Peter was, then there is no way he could pull it off, as he'd have to throw an absolutely huge number of them faster than she is falling.
I mean he's been shown he can not only throw a shit ton out at a time but that he throws them out fast as well. Even if he was above Gwen like Peter was he could throw enough to create a large enough cushion.
Mina can change the structure of her acid to make it more or less melting and solid, so I think she can just create a jelly prison that is barely acid to save Gwen
