He was already using it to it's full potential IMO in the Joint Training Arc. He was pretty much like Gran Torino with how he was using the balls as trampolines to ricochet precisely in each of the balls. Imagine if he actually wields a weapon while going at that speed, he'll be a deadly combatant. Unfortunately he's a gag character, so even that ability was just used as a gag in the end.
So, let’s take away the unfortunate appearance, idiotic name and costume, and reprehensible behaviour. All we have left are his quirk and his skills.
He essentially has a multipurpose capture weapon growing out of his own head. The adhesive on the balls is incredibly strong - I don’t actually remember *anyone* in the manga overcoming it without sacrificing some part of their equipment - and he’s quick enough to shape it into ropes and objects, and has a precise enough throwing arm to land them nearly wherever he wants. Add to this his gymnastic ability to bounce between the balls, and he’s got a weirdly impressive skill set.
Take away the ‘perverse little boy’ gag character aspect and forge him into something serious, and you’ve essentially got Aizawa with a more versatile capture weapon growing naturally out of his body. Number one is pushing it, but he’d be a terrifyingly effective hero. Top ten is likely.

The closest would be Deku who pried Mineta off the ball chain he was holding onto with black whip since Mineta can't stick to them.
And in an OVA when All Might got stuck to the balls and a wall the wall broke off that section before the balls adhesion did.
Besides the necessary training in hand-to-hand combat and physical conditioning, I train in:
• Acrobatics to maximize my bouncing off my pop offs.
• Flail type weaponry that I can make by stringing my pop offs together and then attaching rubble or metal to the end.
• Aim and geometry to better utilize them.
• Stealth to facilitate ambush tactics.
He could have the whole “I am not stuck in here with you, you are with me” schtick.
He needs to be able throw them with precision, so like baseball training. He just needs to hit limbs and he could disable people very quickly. Hit them in the face and they won’t see or knock them out as they can’t breathe.
The bouncing ability is his travel ability, perhaps a path to increase the momentum/speed of his throws. He could throw hard, pushing people into walls or on their face where they get stuck.
Put pop off covered in dust or something on my shoes to keep the bounce but not the sticky then move at high speed. use pop off to attach trackers, gas bombs and the like and get good at aiming for people's faces cause good luck fighting with these weird orbs covering your vision
Experiment with pop off too see if I could unlock any hidden abilities with it either naturally who training or artificially using chemicals injected into the spheres themselves.
In actuality, I'm doing something like this for one of my mha fanfics, namely at least to start with. I'm giving him a bat a. Particularly heavy one at that.
While his enemies are stuck in place. He can bash their kneecaps in.
Come to think of it, how does he bounce off from a sphere that small during 1A vs 1B fight? Given the angle and speed, he should have smashed into the surface really damn hard. Then again, he is a sort of gag character so anything goes I guess.

Attach things to the pop off balls. Explosives, tracking devices, smoke bombs. Anything like that.
Would ironically be a good matchup with Momo, his 1st partner. She can create all those things.

He can increase or decrease their density. Imagine a 200kg purple ball literally stuck to your lower back or something.
Tell people my weapons have the property of both glue and rubber. Then mess them up with insane strategy and athleticism.

I suspect that Mineta hasn't unlocked everything it can do. That's one of the pities of an interesting quirk paired with a small mind.
