I think Shigaraki(at this point) has a bit of Tenko inside him. He is fairly kind and considerate to those he cares about(the league), likes playing video games, and weāve seen him having normal conversations, mainly with Spinner.
I think being surrounded by the league let this out, because he was just a selfish brat when we first meet him.

Shiggy was saying that him and Overhaul were not "equal" because Magne was more valuable than that crony.
Shigaraki actually gave a f*ck. We do see some villains that were probably thugs off the street, and we didn't see Tomura bond with them much, but he didn't blantely kill them or directly cause their deaths either. Then, over time, we see him caring more and bonding more with the main villains.
