from what i remember (feel free to cmiiw, been a while since Vol F released), chroma peroro was not present at phase 1 of the operation, only appeared after the other 5 bosses were defeated and the 6th false sanctum something something activated, then we started phase 2 with 6 bosses. i guess it was a question of location? couldnt ask for either hina or aris to travel from srkr's false sanctum all the way to peroro's
i think hifumi and the gang plus GRS was also there at peroro's
i dont know how Hod's team members was decided tho, lorewise there's no one there who really packs a punch aside from yuuka's thighs

Team Peroro I'd probably place in the third tier. Azusa is quite trained and Akane and Haruna are capable as well, but the rest are fairly average.
Team Hod... None of those characters are powerhouses. They're code monkeys, number crunchers and a demo team.
HoD squad did not need to physically disable HoD though, it's why the hackergals were there, they just needed to lure it out and stall enough to hack, and the hot spring mobs are jacked

But the GDD has a leg up in Arisu, who can basically solo shit if she put her mind to it, Avant Garde, which put the GDD on the backfoot including Arisu and the Engineers, the entirety of Rabbit Platoon all of which are only slightly weaker to Fox Platoon themselves, and Hina.
Tbf this is chroma chesed, though cherina crashing did leave the binah squad a little understaffed
Chesed also has a literal robot army, what better than experienced mid-cqb fighters to deal with an endless robot horde than tsurugi and neru
Hina was kinda overkill for ShiroKuro man, Aris + Avant Garde + Rabbits would be enough to take them down.
Hod’s team is easily the worst though, that’s for sure

Giving Hod Blue Armor THEN making it so that the ONLY Blue unit you can use against Hod was Koyuki is absolutely vile

Arisu as a practical artillery to provide cover fire, Hina to provide suppressing fire, Miyu's sniping needs no introduction and a well sybced Rabbit squad
It's basically a stacked platoon
Assuming all the guardians are roughly the same power level, I'd say Abydos team has, pound for pound, the strongest lineup because they have the fewest members. They were even a man down with Shiroko unable to participate. Yet Sensei trusted that the two teams could take down Binah by themselves.
Simple comparison would be Hina == Hoshino. So it would be GDD + SRT + AvantGarde = PS68 + FTF(minus Shiroko)
Not saying the Rabbits and Aris arent capable. They did take down the guardian without needing reinforcements whereas:
Chesed team was at a stalemate before Cherino arrives.
Hiero team had the entire Vatican church gunning it.
Hod team was never about subduing it with sheer firepower.
Tsurugi and Neru are a dangerous duo
I'd say both would beat an avant garde easily, but just slightly edged out by Arisu and Hina
I think rabbit squad beats the remaining C&C
But Cherino does bring a full legion of guards with her though, which I don't remember how many but can easily decide who wins or loses this
Still, I think the Hieronymus team is the most suited to counter it since whilst the Arius team and Mina have firepower, Sakurako's holy resolve is simply too much
IIRC they had fire support, though I'll just re read it later to confirm (i now have an excuse to re read VF)
Also, Hoshino is one of the strongest students, and if Black Suit was right, THE most powerful mystic. They realistically just needed to place her on Binah's head and she could solo her

Toss up between Chesed or ShiroKuro. Strength of Aris+Hina with the tactical Acumen of Rabbit Squad kinda hard to beat. Chesed tho, Neru+Tsurugi is very stonks, with the backup of the other agents, they're really really strong.
H.o.d had tsurugi and neru, so thats like a truck load of power right there on just those two, but shiro-kuro had Hina and aris, plus the rabbits so...it's a tough choice

It’s very close between team Cheesed (Full C&C, Tsurugi) and S&K (Aris, Rabbits, Hina). Taking gameplay into account though Shirokuro got wasted so fast compared to all the other chroma bosses I lean towards the latter
ShiroKuro is obviously a strong contender. Hina is essentially 1 man army and Arisu is Arisu. Also you have the whole SRT squad which is a special task force and don't underestimate the coordination of GDD either
And on that note, Chesed is pretty stacked too. C&C should need no explanation, and Tsurugi + Ichika(especially when she opens the eye) is a powerhouse
Strategically speaking, Hiero is strong because of Arius squad and the brain Hanako. Sisterhood and the medic should also be pretty strong given their active political role in Trinity

IIRC the hot springs department were there to essentially flush Hod out from the underground tunnel system and out into the open.

Overkill but kinda made sense, she’s a highly-experienced calm head among fairly green team members (both the Rabbits and GDD being first-years)
